Submission of construction cost breakdown
Under the Act on the Promotion of Fair Bidding and Contracting for Public Works (Act on Fair Bidding and Contracting), it is mandatory to submit a breakdown of the bid amount (construction cost breakdown) when bidding on public works.
Changes to the handling of the breakdown of construction costs
With the enforcement of the "Act Partially Amending the Construction Business Act and the Act on the Promotion of Fair Bidding and Contracting for Public Works (Act No. 49 of 2024)," it is now mandatory to clearly specify material costs, labor costs, etc., in the breakdown of the bid amount (construction cost breakdown statement) that is required to be submitted at the time of bidding. Accordingly, the authorities will handle construction cost breakdown statements as follows for construction projects for which bids are announced or nominations are issued on or after January 21, 2026.

This includes all construction projects that will be put up for bidding.

*The information to be included should correspond to the quantities, units, unit prices, and amounts listed in the breakdown of construction costs in the design document. However, any format and information up to Level 2 (work type for civil engineering works, and item for maintenance works) are also acceptable.
Invalid bids
1. A construction cost breakdown was not submitted at the time of bidding
2. If the construction cost breakdown submitted at the time of bidding has any of the following defects:
■ There are obvious errors in the trade name or company name, address, and project name.
■The sum of direct construction costs, common temporary construction costs, site management costs, and general administrative costs is the construction price and the amount stated in the bid document.FriNot the same amount as the amount
■Construction cost breakdown that does not clearly show material costs, labor costs, statutory welfare costs, safety and health expenses, and contributions related to the construction industry retirement allowance mutual aid contract.
■Other items with obvious defects

If you are successful in a rebid, you will not be required to submit a breakdown of the construction costs (excluding construction that is subject to the low bid price investigation system).
